SRINAGAR: The Jammu and Kashmir High Court has directed government to complete district court complex at Mominabad Tengpora by the end of June.
“Insofar as District court complex Mominabad Srinagar is concerned, there is dire need of its completion at the earliest. The respondents (government functionaries) shall ensure that the court complex is completed in all respects by latest by the end of June so that the court can be made operational shortly thereafter,” said a division bench of Chief Justice Badar Durrez Ahmed and Justice Sanjeev Kumar during the hearing of a Public Interest Litigation.
The direction followed submissions by the counsel representing the state a communication issued by department of Law Justice and Parliament Affairs before the court, disclosing a statement of physical and financial status of works under execution, insofar as the judiciary was concerned, in the Kashmir division.
After going through the communication, the court found that no ‘expected’ dates of completion were given for the various projects under execution. “Only one project (construction of Lawyers chamber at high court complex) has been completed and that was already done two years ago,” the court said after the perusal of the communication.
The state counsel stated that construction of the lawyers’ chambers in the district court complex at Mominabad stands complete. However, he said it cannot be utilized until and unless the entire complex was completed and made functional.
On April 10 last year, Minister for Law and Justice Abdul Haq Khan during his visit to the under-construction edifice was “assured” by the officials that the complex would be ready by June 2016.
An official said that there was target of constructing 310 lawyers’ chambers in two phases at an estimated cost of Rs 1547.25 lakh.
Regarding the issue of additional staff, the court’s registry submitted an updated proposal and the division bench directed the government to respond to it immediately. “The issue of daily wagers should also be spelt out before the next date of hearing,” the court said and posted the PIL for further consideration on July 3.
