Govt rejects recommendations on contention of tehsildar, inspector: SHRC report


The State Human Rights Commission (SHRC) has received 238 complaints in five months, with Srinagar accounting for the highest number of the cases.
According to the report compiled for five months—6 November 2016 to 31 March 2017—the commission has received 83 complaints of harassment, ex-gratia relief, disappearance, custodial deaths, death investigations, compassionate appointment and other complaints from Srinagar.
A total of 40 cases, the second highest, have been received from Baramulla, which include three cases of disappearances, one murder and 25 inquiries conducted.
Kupwara accounted for 28 complaints in five months, Budgam 20, Pulwama 17, Anantnag 15, Bandipora 15, Kulgam and Shopian eight each and Ganderbal 4.
A total of 100 inquiries and 10 death investigations have been conducted by the commission besides receiving 22 cases of ex-gratia relief, 17 cases of harassment by forces, nine cases of disappearances, three cases of custodial deaths, two murder cases, 10 death investigations, 14 cases of compassionate appointment among others from the 10 districts of the Valley.
In the report, the commission has said the government rejects its recommendations on the contentions of lower rung officials like police inspectors and tehsildars.
“In some of the cases the government doesn’t respond to commission’s recommendations for years. In some of the cases, recommendations are rejected by officers of police and administrations. Usually these officers reject the recommendation of commission while accepting the contentions of a tehsildar or a police inspector,” reads the annual report that was tabled in the assembly.
In the five months, the commission has disposed of a total of 388 complaints. Srinagar accounted for the highest number of pending (106), followed by Kupwara (103) and Budgam 40. 
The commission had disposed of 64 cases of harassment and 28 cases of disappearance.
