GK Impact: Governor seeks report on delay in substitute teachers’ salary

Taking note of a Greater Kashmir report, Governor N N Vohra has sought a report from the higher education department on the delay in release of salary for substitute teachers appointed in various colleges in Kashmir.
Greater Kashmir in its July 11 edition had reported that substitute teachers engaged in various colleges under Faculty Improvement Programme (FIP) of University Grants Commission (UGC) are without salary for one year.
“This has reference to news item "Substitute teachers in valley colleges without salary for a year" appearing in the ‘Daily Greater Kashmir" in its edition dated 11.07.2018 (copy enclosed). I am desired to request you to kindly furnish a report in the matter, which may please be communicated to this Secretariat, by today positively,” reads a letter shot to commissioner secretary higher education department, Sarita Chauhan on Wednesday.
Under FIP, the UGC provides financial assistance along with travel allowance to the permanent associate or assistant professor of a university or college for doing M Phil or completing Ph D.
The authorities in the college concerned hire a substitute teacher for a period of one or two years in place of the permanent faculty members who opt for research programme and their monthly salary is equivalent to the basic salary of the permanent faculty.
Director Colleges J&K, Zahoor Ahmad Chatt said the department has sent the report to the governor office.
“The college administration is not to be blamed because the salary gets delayed as UGC takes time to approve cases of substitute teachers submitted by the colleges for release of salary grant,” he said. 
Meanwhile, the governor has also sought details of all substitute teachers engaged in non-accredited colleges under the FIP.
Pertinently, the UGC in a letter to the principal degree college Akhnoor earlier had said that it had directed that “grant to colleges which are not accredited by NAAC or those who had not applied for NAAC till December 31, 2015 may be discontinued from April 01, 2016 onwards.”
